C<\/span>alifornia\u00a0Assembly Bill 1967\u00a0requires social workers, when conducting\u00a0a safety assessment or substitute care provider safety assessment, \u201cto also assess the safety of the home of those who hold custodial rights of the minor.\u201d Sounds good, but it\u2019s not just about \u201csafety.\u201d<\/p>\n

The bill\u2019s author is\u00a0Assemblyman Rick Chavez Zbur, former executive director of Equality California, \u201cthe nation\u2019s largest statewide LGBTQ+ civil rights organization.\u201d According to the Los Angeles Democrat, \u201cThis bill ensures that youth in foster care \u2014 who are disproportionately LGBTQ+, Black, Latino, and Native American\u2014 receive the timely support and crucial interventions required to care for them and keep them safe.\u201d Under this legislation, the safety is tied to the \u201ccrucial interventions.\u201d<\/p>\n

As noted by\u00a0Katy Grimes of the California Globe<\/em>, the bill allows any minor residing in any residential facility to file a legal application against their parents without cause or evidence of harm. In effect, the bill would \u201callow children to \u2018divorce\u2019 their parents,\u201d who might not approve of\u00a0irreversible surgeries and treatments\u00a0advertised as \u201cgender affirming care.\u201d<\/p>\n

The evangelists of transgenderism portray the male-female biological reality as a construct, which is not the case. Bruce Bawer, author of A Place at the Table: The Gay Individual in American Society<\/em>, notes that transgenderism and homosexuality are \u201ctwo utterly different phenomena,\u201d and queer \u201ccan mean anything.\u201d<\/p>\n

Zbur\u2019s LGBTQ+ formulation is the true construct and, strictly speaking, there is no LGBTQ \u201ccommunity.\u201d Should that be doubted, consider the prospect of a\u00a0L<\/strong>awyer,\u00a0G<\/strong>ardner,\u00a0B<\/strong>anker,\u00a0T<\/strong>rucker,\u00a0Q<\/strong>uaker community. As AB1967 moves through the legislature, there\u2019s more that parents and taxpayers should know.<\/p>\n

The California Public Utilities Commission (CPUC) maintains a\u00a0Lesbian, Gay, Bisexual, or Transgender Business (LGBTBE) requirement in its supplier diversity program. LGBTBE sets up a 1.5 percent procurement goal for LGBT-owned business enterprises that routes millions in utility contracts toward firms certified on the basis of the owner\u2019s sexual identity.<\/p>\n

\u201cThe Equal Protection Clause doesn\u2019t come with a carve-out for fashionable identities,\u201d notes financial professional Jay Rogers. \u201cThe Fourteenth Amendment protects individuals, not groups,\u201d contends the Northeastern and Harvard alum, and in California, there\u2019s more to it.<\/p>\n

In 1996, Californians passed the California Civil Rights Initiative (Proposition 209), which prohibits preferential treatment in government education, employment, and contracting based on race, sex, color, ethnicity, and national origin. In 2020, Californians rejected Proposition 16, which would have repealed CCRI.<\/p>\n

\u201cThe LGBTBE program extends the same identity-preference architecture to a new category,\u201d notes Rogers, \u201cbut the equal-protection principle the voters encoded in the state constitution is identical.\u201d<\/p>\n

Sexual orientation of any kind is not an achievement or claim for special treatment. No one who \u201cidentifies\u201d as any part of the LGBTQ construct is denied the opportunity to bid on contracts or denied admission to state colleges and universities. Indeed, some state colleges offer\u00a0LGBTQ \u201cstudies,\u201d which is not exactly an academic discipline. Long after the passage of Proposition 209, California maintains a vast DEI bureaucracy that rewards identity over merit.<\/p>\n

As Rogers notes, the CPUC\u2019s LGBTBE program\u2019s own compliance record \u2013 0.44 percent, spent against a 1.5 percent goal at full compliance cost \u2014 \u201cdoesn\u2019t justify its existence on any metric.\u201d So California should \u201crepeal it and build something that actually works.\u201d That would require a system based on merit alone.<\/p>\n

DEI and reality dysphoria are no basis for public policy, and parents should understand that AB 1967 is not a one-off. In 2022, California became a sanctuary state for \u201ctransgender youth seeking gender-affirming medical care.\u201d In his\u00a0signing message, Gov. Gavin Newsom said, \u201cparents know what\u2019s best for their kids, and they should be able to make decisions around the health of their children without fear. We must take a stand for parental choice.\u201d<\/p>\n

As parents might note, Newsom, with ties to the Brown, Pelosi, and Getty families,\u00a0sends his own children to\u00a0exclusive private schools. On the other hand, the wealthy governor\u00a0opposes parental choice\u00a0for low-income students in California\u2019s underperforming government schools.<\/p>\n

California also passed a law barring schools from notifying parents about their children\u2019s gender issues. Assembly Bill 1955, from 2024, is known as the \u201cSafety Act,\u201d in the style of AB 1967. The Globe\u2019s<\/em> Katy Grimes believes these measures \u201cerase parental rights,\u201d and if parents agree, it would be hard to blame them.<\/p>\n
