The Act gave no sense that these issues were a matter of debate.\u00a0<\/span><\/p>\n<p><span>In<\/span><i><span> Unsettled: What Climate Science Tells Us, What it Doesn\u2019t, and Why It Matters<\/span><\/i><span>, Steve Koonin shows that the <\/span><span>catastrophic prophecies of \u201cglobal warming\u201d have gone unfulfilled<\/span><span>. California policy shows no recognition of this reality. The state targets carbon dioxide, a naturally occurring gas.<\/span><\/p>\n<p><span>The \u201cCap-and-Trade\u201d program, now called \u201cCap and Invest,\u201d places a \u201ccap\u201d on businesses CARB deems \u201cpolluters\u201d and responsible for most of the state\u2019s \u201cgreenhouse gas\u201d emissions. Companies can purchase allowances or \u201ctrade\u201d them with entities that have allegedly cut their emissions. Jodie Muller of the Western States Petroleum Association called that \u201ca move in the right direction,\u201d but California refineries \u201cneed long-term certainty to make the investments that keep energy reliable and affordable for consumers.\u201d\u00a0<\/span><\/p>\n<p><span>Two refineries recently ceased operations, and the state\u2019s seven remaining refineries will be watching. As they face looming shutdowns, Californians might recall some realities about CARB, whose primary target is the people.\u00a0<\/span><\/p>\n<p><span>Prime mover Mary Nichols, a lawyer, not a scientist, has been touting $5-a-gallon gas since the 1990s. Nichols kept on staff Hien Tran, who claimed to have earned a PhD in statistics from UC Davis, when it was actually from a diploma mill in a <\/span><span>New York City UPS office<\/span><span>.\u00a0<\/span><\/p>\n<p><span>Tran authored \u201c<\/span><span>.\u201d This report was the basis for new regulations to severely restrict trucking and heavy machinery in California.\u00a0<\/span><\/p>\n<p>Read more <a href=\"https:\/\/nationallogisticspost.com\/?p=304\">Shapiro\u2019s Billionaire Bonanza<\/a><\/p>\n<p><span>Legitimate scholars called the report flawed, but Nichols shrugged off the fakery as \u201ca very annoying distraction.\u201d Tran was suspended and demoted, but CARB kept him on staff. If anybody called for Nichols\u2019s resignation, nothing emerges in the record. True to form, CARB\u2019s Southern California headquarters is the <\/span><span>Mary D. Nichols Campus<\/span><span>.\u00a0<\/span><\/p>\n<p><span>When politicians impose misguided policy, the people can remove them from office at the ballot box. That does not apply to CARB, an appointed body of political cronies in the style of the <\/span><span>Coastal Commission<\/span><span>. <strong>(RELATED: California Candidates Ignore Unelected Agencies)<\/strong><\/span><\/p>\n<p><span>The people might wonder if they need an unelected body with an annual <\/span><span>budget of $1.2 billion<\/span><span> when the state also deploys the California Environmental Protection Agency (CalEPA) with a <\/span><span>. The Golden State prefers to build bureaucracies instead of refineries, a dynamic that affects other states.\u00a0<\/span><\/p>\n<p><span>Last year, in response to refinery shutdowns in California, Nevada Governor Joe Lombardo announced \u201c<\/span><span>a coordinated initiative to strengthen Nevada\u2019s fuel supply chain<\/span><span> and reduce vulnerabilities to regional and national disruptions.\u201d The governor\u2019s state could be the key to a new plan.\u00a0<\/span><\/p>\n<p><span>The federal government owns <\/span><span>more than 80 percent of Nevada<\/span><span>. To reduce regional and national disruptions, President Trump should sell or lease federal land to oil and gas refiners. That could help provide the long-term energy certainty the people need.\u00a0<\/span><\/p>\n<p><span>California, meanwhile, remains at war with refiners.
