I<\/span>n the last few days, we\u2019ve watched a major dustup take hold over a proposed policy change in the Trump administration championed by Vice President JD Vance; namely, a rule change within the Department of Health and Human Services\u2019 $12 billion Child Care and Development Fund which would make two-parent, one-income families eligible for some $9,000 per year in subsidies, which are currently restricted to two-income families below a certain income level.<\/p>\n

Vance is set to debut the proposal this week. He\u2019s been getting hammered from the right on it \u2014 the argument being this is a socialist welfare check being thrown out for poor white people.<\/p>\n

Is there a conservative case for the idea?<\/p>\n

Well, let\u2019s explore that.<\/p>\n

First, let\u2019s start with the obvious, which is that subsidizing child care isn\u2019t a conservative idea at all. If what Vance is proposing is socialism, then we should accept that the existence of this program, which has been the case since the Johnson administration in the mid-1960s, makes socialism the status quo.<\/p>\n

And politically, with people screeching about the high cost of child daycare along with gas, groceries, housing, insurance, and other ordinary expenses, cutting working people loose from government benefits right now is going to be very difficult politically.<\/p>\n

So the question is, what\u2019s both conservative and possible? And what\u2019s good policy?<\/p>\n<\/blockquote>\n<\/div>\n

Killing that program altogether would be the conservative idea, and over the long haul it would be a very good idea. But it would also be the kind of idea that cedes a lot of territory to the Democrats just before a midterm election the conventional wisdom says will be tough for the GOP to win.<\/p>\n

So the question is, what\u2019s both conservative and possible? And what\u2019s good policy?<\/p>\n

Here are the arguments for moving money from day care centers to homemakers within HHS\u2019s program.<\/p>\n

First, the status quo is about dumping as many people as possible into the workforce, which is something we should have a national conversation about, led by conservatives. A lot of Americans have been led down a primrose path on the necessity to have a \u201ccareer,\u201d often at the expense of marriage and parenting. And there are a lot of people who are finding that the current economy and expectations placed on them are simply not workable. You\u2019ve got moms working soul-crushing office jobs while dropping their kids off with strangers in vain hopes of getting ahead and failing, either because their income as a single parent or combined household income just doesn\u2019t cover all the expenses. And the cost of these daycare programs will often gobble up everything those moms can earn in that soul-crushing job, making the whole enterprise counterproductive. The fact that we\u2019re spending $12 billion a year subsidizing and sustaining this problem doesn\u2019t do much to alleviate things.<\/p>\n

Current policy reimburses purchased daycare, which a quarter of kids under five years old are getting. Families who provide their own daycare \u2014 whether it\u2019s mom doing it, or the grandparents, an aunt, or whoever \u2014 aren\u2019t in that pipeline. But their tax dollars are paying for it all the same. We\u2019re picking winners in a game we shouldn\u2019t be, and the winners we\u2019re picking are not the ones we want. Not when we already know with a ton of evidence that kids do better getting reared at home with loved ones rather than in some day-orphanage.\u00a0(RELATED: <\/strong>Head Start Isn\u2019t the Answer: Strengthen Parents, Don\u2019t Replace Them<\/strong>)<\/strong><\/p>\n

So the question isn\u2019t whether you kill the program, which you\u2019d have to do through the congressional process, and that\u2019s pretty hard to imagine right now; it\u2019s whether you redirect it toward a conservative, or at least common-sense, end. We\u2019ve known for three generations now that having the government replace a father, which has been the net effect of a bunch of these social welfare programs, has been deleterious to keeping families together. And now, in this generation, the married one-earner household is locked out of a program the single, working mother can use.<\/p>\n

Vance\u2019s proposal doesn\u2019t put the daycare center out of business, but empirically we know it\u2019s a second-rate substitute for actual parenting we don\u2019t need more of. Not to mention you\u2019ve created an industry that soaks up a ton of people with exceptionally bad ideas. Are you not a little concerned about billions of your tax dollars going to people who may or may not see it as their Marxist mission in life to spread the warmth of collectivism to the next generation? Maybe you should be.<\/p>\n

Even if that isn\u2019t a viable concern, the environment for the stay-at-home moms who remain could use some sprucing up with additional company. This is actually an important point, by the way, in the era of the Lindsay Clancy trial where, if you\u2019re going to take the TikTok moms screaming about how hard it is to deal with young kids and postpartum depression\/psychosis and the whole bit, there is this\u2026<\/p>\n

The Lindsay Clancy case shows how feminism has broken society on so many levels, but here is what no one is talking about. All of these moms are overwhelmed and frustrated, can\u2019t afford daycare, the kids dominate their life and they \u201close their identity because they had kids,\u201d\u2026<\/p>\n

Societally, that\u2019s such an enormous point. If we\u2019re going to rebuild a family-friendly culture, we desperately need to recharge the concept of civil society taking care of itself, and human relationships rather than economic relationships governing the more intimate facets of life. Having healthy neighborhoods where adults can cooperate with each other to solve problems, rather than them being collections of sterile silos, each on its own, dependent on a relationship with the government rather than the neighbors, goes a long way toward restoring quality of life to people who are complaining about it.<\/p>\n

You don\u2019t get that when you treat the second earner as the goal and the homemaker as a rounding error. That\u2019s what we\u2019ve done, and it matches the preference of the elites \u2014 the upper-class working mom who has a nanny for the kids is awfully nice, but it\u2019s also not realistic for most people \u2014 and GDP accounting, which is something you\u2019ll see often as a justification for what we\u2019ve done. But who cares about the gross domestic product if it doesn\u2019t make for happy families and well-adjusted, flourishing kids? Most moms will tell you they want to be with their kids when they\u2019re little, but they don\u2019t have that choice if the money is tight.<\/p>\n

What\u2019s more is that when our birthrate is in the toilet, which it is, we don\u2019t have the luxury of not firing policy weapons in an effort to return to replacement birthrates. And yes, paying people to have more kids was an idea Viktor Orb\u00e1n tried in Hungary, with results that weren\u2019t the best. This isn\u2019t really that; it\u2019s something less drastic and perhaps more impactful. If Mom is going to be home with one of the kids, which maybe nine grand in subsidies will allow (I\u2019m not suggesting it will in all cases, but on the margins it might), then she can pull off being home with two, or even three. And while it sounds crazy in 2026 to some people that there would be three kids in a household, we\u2019re going to need to make that the norm if we\u2019re going to keep our population from being so old that our civilization becomes sclerotic. And the point is that we want to get families which are starting out and haven\u2019t yet progressed to the McMansion to pop out more kids rather than waiting until they\u2019ve graduated to the big house, by which time it might take IVF and fertility clinics to get it to work for one kid rather than three. If there are resources to make that doable, then perhaps this can push the birthrate up a bit.<\/p>\n

And the other argument isn\u2019t even about childcare at all. It\u2019s about whether conservatism serves the interests of ordinary Americans or corporate suits.<\/p>\n

Because putting federal dollars behind daycare centers is about pouring as many women into the labor market as possible, creating a labor surplus so wage growth is harder to attain. Doing that contributes to a problem Helen Andrews so eloquently described late last year \u2014 namely, the feminization of the American workplace and all of our institutions. You see what that\u2019s done in the culture \u2014 now we seek consensus instead of truth, we recoil from risk, we punish rather than reward independent thinking. Those are all things Andrews identified as negatives you\u2019ll get when you feminize an institution; they\u2019re also on incandescent display in developments like the jury deliberations of the Lindsay Clancy trial.\u00a0(RELATED: <\/strong>Lindsay Clancy, Motherhood, and a Culture That Has Forgotten Sacrifice<\/strong>)<\/strong><\/p>\n

And those low-impact office jobs so many women are in, making subsistence wages as a \u201ccareer\u201d while putting off family formation, are the ones AI is coming for. Perhaps it\u2019s better to use public policy as a lubricant for the transition that is coming back to traditional family life. The skilled trades aren\u2019t likely going away; in fact, they\u2019re where the money is going to be for most men (and technical school enrollment is up 20 percent in the last couple of years), and that blue-collar, middle-class, single-income lifestyle is not only what Vance is aiming for as the next cultural resurgence, it\u2019s the likely evolution when our economy will be driven by a giant construction boom to produce energy infrastructure, high-end automated manufacturing, data centers and next-generation transportation modes, among other things. Those aren\u2019t solely male jobs that the economy will produce, but they aren\u2019t going to live in cubicles either.<\/p>\n

One more thing about this \u2014 Vance is heading up the administration\u2019s task force fighting fraud in the social programs. It isn\u2019t a surprise that he\u2019s pushing something which cuts out middlemen where possible and puts the money closer to the household itself. We\u2019ve seen how much fraud and corruption taint programs like the Child Care and Development Fund \u2014 the Somali Learing Centers in Minnesota were only a little piece of the problem.<\/p>\n

Again, this is not a particularly conservative idea. But where conservatism \u2014 killing this social spending which has generally done more harm than good \u2014 isn\u2019t politically possible, you do the best available thing. Continuing to subsidize childrearing by strangers to the exclusion of mothers who might otherwise stay home with the kids is the worst available thing, so it only makes sense to change that.<\/p>\n

And if nothing else, you\u2019re offering a viable alternative to the hardcore communism of the Left. Which you\u2019d better do in advance of the existential civilizational threat the upcoming midterms represent.<\/p>\n
