G<\/span>eorge Floyd\u2019s murder changed more than the national conversation about policing. It changed how America evaluated criminal justice. Questions of racial equity increasingly centered on police stops, arrests, incarceration, prosecutions, and police use of force. California embraced that framework as completely as any state, making it an ideal case study for evaluating both its strengths and its limitations.<\/p>

Five years later, enough time has passed for California\u2019s own public safety data to provide a fuller picture of what followed, particularly for the black Californians whose safety was at the center of the debate. The data raise a question that received far less attention at the time: Did California respond to George Floyd by concentrating so heavily on reducing criminal-justice intervention that it paid insufficient attention to what was happening to black victims of violence?<\/p>

A criminal-justice system cannot be judged solely by how rarely it exercises its authority.<\/p><\/blockquote><\/div>

A central concern of the George Floyd and Black Lives Matter movements was the loss of black lives, particularly deaths involving the police. Yet California entered the George Floyd era having already made substantial progress on that measure.<\/p>

and before Gov Newsom took office, \u00a0California recorded 433 black homicide victims, the lowest number in decades. Black victims accounted for 25 percent of all homicide victims, still disproportionately high, but their lowest share in more than ten years. During roughly the same period, peace officer justifiable homicides involving black Californians had declined from 23 in 2015 to 14 in 2018.<\/p>

In California, total Black homicide victims peaked in 2021, while justifiable homicides by peace officers remained significantly lower and followed a downward trend.<\/p><\/div>

Those trends were occurring simultaneously. California was reducing black deaths involving police while black homicide victimization was also declining. The state had already demonstrated that reducing police use of deadly force and protecting black communities from criminal violence were not competing objectives.<\/p>

The years that followed tell a different story.<\/p>

California responded aggressively to the George Floyd moment, and Gov. Gavin Newsom made racial justice a defining part of his criminal-justice agenda. In September 2020, Newsom signed what his office called \u201clandmark legislation\u201d to advance racial justice and confront \u201csystemic racism\u201d and bias in the legal system. Newsom described structural racism and bias as permeating American institutions and pledged that California would tackle discrimination and disadvantages facing black Californians.<\/p>

The rhetoric and policy direction were unmistakable. The criminal-justice system itself was increasingly treated as a source of racial inequity, with attention focused on police contacts, use of force, prosecution, sentencing, and incarceration.<\/p>

Reducing police interventions was the objective and the results were immediate and dire.<\/p>

, black homicide victimization had increased from 433 victims in 2018 to 690, an increase of nearly 60 percent. Yet, black victims of peace officer justifiable homicides remained essentially unchanged at 14.<\/p>

Newsom alone did not cause California\u2019s homicide surge. The pandemic, social disruption, and a nationwide increase in homicide make such a conclusion impossible to support from California\u2019s numbers alone. But neither can his administration\u2019s response be evaluated independently of what happened. At the very moment California was concentrating enormous political and institutional attention on reducing the criminal-justice system\u2019s intervention in black lives, substantially more black Californians were losing their lives to homicide.<\/p>

That was a public-safety policy failure as surely as discriminatory policing would have been a criminal-justice failure. Yet the two received very different levels of attention in California\u2019s post-George Floyd debate.<\/p>

By 2025, the homicide numbers had changed dramatically again. Black homicide victimization had fallen from 690 victims in 2021 to 372, a decline of 318 lives, or 46 percent. Among black men\u2014the demographic group at greatest risk of homicide victimization\u2014the decline was even greater, from 613 victims to 310, a reduction of nearly 50 percent. These declines were greater than the total homicide decline statistics.<\/p>

The data cannot identify a single cause for that improvement. The pandemic subsided, communities stabilized, and California pursued a variety of public-safety strategies. One remarkable measurable change, however, stands out.<\/p>

Between 2021 and 2025, California\u2019s homicide clearance rate increased from 54.5 percent to 79.3 percent. In 2021, barely more than half of the state\u2019s homicides were cleared. Four years later, nearly four out of five were.<\/p>

Homicides are solved through police work. Technology and physical evidence matter, but so do officers responding to calls, detectives following leads, witnesses coming forward, and communities cooperating with investigators. A rising clearance rate does not happen in isolation from the relationship between police and the communities they serve.<\/p>

That improvement also complicates another prominent measure of racial equity in policing: police contacts.<\/p>

California\u2019s Racial and Identity Profiling Act data consistently show that Black Californians experience police stops at rates disproportionate to their share of the state\u2019s population. For many, the disparity itself has become evidence of inequitable policing.<\/p>

But a disparity is not an explanation.<\/p>

RIPA itself illustrates the limits of interpreting those disparities. California collects extensive information about the perceived race and ethnicity of people stopped. Still, its statewide stop statistics do not identify the race or ethnicity of the officers making those contacts. Officer demographics would not explain every disparity, but their absence is notable in a system designed to examine racial profiling. The data tell us a great deal about who is being stopped while providing less information about who is doing the policing\u2014or the public-safety conditions producing those contacts.<\/p>

Those conditions matter. Black Californians also experience a disproportionate burden of serious violence. Policing that violence requires engagement\u2014officers responding to calls, looking for suspects, contacting witnesses, developing information, and maintaining a presence where violence is concentrated.<\/p>

The simultaneous increase in homicide clearances and decline in black homicide victimization provides important context. It does not prove that more police contacts caused fewer homicides. But it demonstrates why contacts cannot be evaluated separately from public-safety outcomes. Some of the police activity recorded as a racial disparity may also reflect the law-enforcement engagement necessary to prevent violence, solve crimes, and protect communities experiencing the greatest burden of homicide.<\/p>

The years before George Floyd demonstrated that reductions in police use of deadly force and black homicide victimization could occur simultaneously. The years immediately following demonstrated that progress on one measure could continue even while black homicide victimization moved dramatically in the wrong direction. By 2025, California had again achieved both, accompanied by a substantial improvement in homicide clearances.<\/p>

That recovery belongs in any assessment of the Newsom years just as surely as the earlier increase does. But it also exposes a limitation in the racial-justice framework his administration championed. Reducing unnecessary or discriminatory government intervention is an appropriate objective. It cannot become an objective independent of what happens to the people government is responsible for protecting.<\/p>

A criminal-justice system cannot be judged solely by how rarely it exercises its authority. It must also be judged by whether crimes are solved, violence is reduced, and those most vulnerable to becoming victims are protected.<\/p>

Fairness in enforcement matters. So does equity in protection.<\/p>
