O<\/span>n July 25, Brazil <\/span>denied<\/span> visa requests for two officials from the U.S. State Department\u2019s Bureau of Democracy, Human Rights, and Labor on the basis of \u201cevidence pointing to a renewed attempt to politically exploit the situation and undermine the electoral system,\u201d according to Brazilian officials.<\/span><\/span><\/p>\n

On July 29, Brazilian President Luiz In\u00e1cio Lula da Silva <\/span>confirmed<\/span> the visa denials and repeated the allegation.\u00a0<\/span><\/span><\/p>\n

All of this establishes that, yes, the Trump administration likely does have a preferred candidate in Brazil\u2019s presidential election.<\/p>\n<\/blockquote>\n<\/div>\n

\u201cThis week we had to deny visas to two young folks they were sending to Brazil to meddle in Brazil\u2019s elections,\u201d <\/span>said<\/span> Lula. The State Department has since <\/span>rejected<\/span> the claims as \u201cbaseless\u201d and described the visit as the kind of trip routinely made as part of the Bureau of Democracy\u2019s purpose.<\/span><\/span><\/p>\n

The two officials, Assistant Secretary Riley Barnes and Deputy Assistant Secretary Samuel Samson, would have visited Bras\u00edlia, Brazil\u2019s capital, from July 27 through July 30. They <\/span>planned<\/span> to meet with government officials and religious leaders about election integrity, religious freedom, and freedom of expression.<\/span><\/span><\/p>\n

The Brazilian government has yet to publicly produce any evidence demonstrating that the proposed visit was a ploy to meddle in the upcoming elections. Unless, of course, Brazil considers any scrutiny of its electoral institutions as constituting interference.<\/span><\/p>\n

Anxiety over election integrity and influence operations is not a new phenomenon. Before losing the 2022 contest to Lula, then-President Jair Bolsonaro <\/span>assembled<\/span> foreign diplomats and officials at a meeting held at the Alvorada Palace to allege that the country\u2019s electronic voting system had severe flaws that jeopardized free and fair elections. Brazil\u2019s Superior Electoral Court <\/span>ruled<\/span> that the event constituted an abuse of political power and misuse of government media and barred Bolsonaro from public office for eight years.\u00a0<\/span><\/span><\/p>\n

In 2025, Brazil\u2019s Supreme Federal Court <\/span>convicted<\/span> Bolsonaro on charges <\/span>including<\/span> leading an armed criminal organization, attempting a coup, and attempting the \u201cviolent abolition\u201d of Brazil\u2019s democratic order.<\/span><\/span><\/p>\n

With Jair unable to run, his son Fl\u00e1vio is carrying the torch of his father\u2019s movement into October\u2019s election against Lula.<\/span><\/p>\n

Fl\u00e1vio\u2019s camp has hardly concealed its desire to court the Trump administration. President Trump hosted Fl\u00e1vio in the Oval Office in May and afterward <\/span>called<\/span> him \u201ca smart young man who loves his Country, Brazil, very much.\u201d A year earlier, Trump had <\/span>issued<\/span> an executive order accusing Brazilian authorities of politically persecuting Jair Bolsonaro and used that treatment, among other disputes, to justify additional tariffs.\u00a0<\/span><\/span><\/p>\n

Fl\u00e1vio has also invited international attention to the election. After addressing dozens of foreign diplomats earlier this month, his campaign <\/span> that he had encouraged them to \u201csend as many representatives as possible on international [election] observation missions,\u201d as they \u201ccontribute to the improvement of the electoral process \u2026 and public trust in the elections.\u201d Fl\u00e1vio \u2014 very carefully \u2014 <\/span><\/span> the in<\/span>tegrity of the same electoral systems that his father had cast doubt on.\u00a0<\/span><\/p>\n

All of this establishes that, yes, the Trump administration likely does have a preferred candidate in Brazil\u2019s presidential election. None of it establishes that the American diplomats intended to manufacture allegations of fraud or interfere with the administration of Brazil\u2019s election. In fact, their stated agenda certainly fell within the category of international scrutiny Fl\u00e1vio had publicly encouraged earlier in July, even if they were not themselves election-observers.<\/span><\/p>\n

Unless real evidence is released, Lula\u2019s accusation looks less like the exposure of some diabolical meddling scheme than an attempt to transform Washington\u2019s political preference for his rival into one.<\/span><\/p>\n
